Treasurer Report: Invasive Species Fund 45,816; General Fund   65,994

1) Call Meeting to order 7PM - President Ken Klehr

2) Election of Officers - President - Ken Klehr; Vice President - Rick Fernstrom; Treasurer - Lyle Walker; Secretary - Steve Ullom

3) Secretary's May Board Meeting Report - approved for publishing on our website

4) Treasurer's May Report - The Board approved the May financial report.  Lyle reported Piehl, Beckman, Hanson Accounting have completed the tax filing for 2013. The Board approved a motion, by John F. 2nd by Skip S. to approve the filing of the 990 form to the state of MN.

5) Committee Assignments
Communication & Public Relations
- Rick Fernstrom, Steve Grotbo, Steve UIlom, Tom Hauer.  Kim Winter volunteered to continue getting the newsletters from printer to the group that stuffs the envelopes.

6) Shoreline Captains Committee Update - Met on Saturday May 18 at Rod ‘n Gun Club, with 11 Shore Line Captains in attendance.  There are 19 assigned Shore Line Captain’s areas with 2 openings (near Ellsworth Landing on 218 th St.  Cathy wants us to continue looking for individuals to help out in this area.  Ken K. filled the Shore Line Captains in on LWIA’s status in all areas.   Steve Ullom - explained the reasoning behind doing the surveys, shared instructions about keeping track of who has submitted a survey - so the Board can do follow ups, with the goal of getting at least 70% participation.

7) Cormorants & Pelicans Committee Status - Committee met May 9 and talked about ideas for addressing the cormorant concerns we have with Lee Sundmark. At this time are waiting to hear from Lee S. about when he can meet with the committee.

8) Membership Survey Committee Report - Kick off meeting 5/18 - Shore Line Captains attending the meeting were enthusiastic about the surveys and very willing to pass out and collect the surveys.  One survey is to be filled out for each property on Lake Washington.  Start date will be in May hopefully over Memorial weekend and with an ending date of Monday July 8.  At that time the Board will look at number of returns and work to get surveys from properties that haven’t turned theirs in, as a means of meeting our goal of 70% participation.   At the present time we have 65 surveys turned in.

9) Website & Facebook Activity - Steve G. unable to attend this meeting, tabled until the next meeting.

10) LWIA Clean-up Day - Some ideas discussed were: holding off until the fall to begin looking at this, this could become very costly as noted by area communities expenses for clean up day, possibly doing a shoreline/road way clean up. Also someone noted there is quite a bit of trash left at the Ellsworth landing and there is no garbage can there any more.  Can we put up a sign about littering?  A majority of the  Board approved dropping this idea of a clean up day on Lake Washington because of the logistics and unknown cost involved.

11) Invasive Species Committee Update - Last week the committee surveyed about 240 acres based on the vegetation survey density sampling and treatment areas from last year and proposed for 2013.  They did about 60 point intercept samplings in this area.  Ken shared the intercept map and explained that at this time (on a 1 - 4 density rating scale) the latest survey shows density in the 1-2 range, with one area at a 3 (in the eastern most area treated last year).  At this point in time, the density ratings do not warrant treatments of any new areas for this year.  Ken explained the late start to spring and that EWM can grow very quickly so this could change, and the Committee is doing another survey the week of June 16th, with the hope of having PLM and Lake Restorations present during the survey.  We will be sharing our information with Nick Brown, DNR Invasive Species for our area.

12) Holding Settling Pond (renamed this Watershed Committee) - Ken talked with Joe Norman, Meeker County Water and Soil, and because of the weather the surveying of this area on the southwest part of Lake Washington has been delayed.  Their hope is to have the survey done by mid June and have a plan drawn up by mid July to propose solutions to the run off in this area.

13) LWIA Special Newsletter Mailing List (See Attachment) - We send our newsletters to people representing us at the Township, County, State, Federal levels and to the DNR, Meeker Co. Sheriff, Lake Stella & Manuela, along with the MCAL Chairperson.

14) Summer Newsletter - Rick F. will send out the Newsletter Template and wants all the articles to be completed so he can submit it for publication on July 6th. This newsletter will include a list of the paid members.

15) Open Discussion - We did get an email from a lake member, that he had heard some people are collecting money to have the culvert between the lakes replaced and that this would restrict the movement of boats between Washington and Stella.  In the most recent discussions with the county regarding our concerns about the culvert (within the last two years), an inspector from the state ruled the culvert to be at an 8 out of 10 and not in need of any repairs or replacement.  This is a county road and they told us this is in their 7 year plan, but does not mean that they would be replacing it even then.  Meeker Co. stated they have no reason to make any changes to culvert.
